Quebec has additional powers regarding immigration, so it has an additional step in the typical application process. A Canadian citizen or permanent resident may sponsor their partner or spouse who wants to immigrate to Quebec. These individuals must complete a federal application with Immigration, Refugees and Citizenship Canada (IRCC) in addition to a provincial application with the Ministry of Immigration, Francization and Integration (MIFI).

Before you start the process, you must ensure that you and your spouse or partner are eligible to sponsor / be sponsored. Both individuals must be over the age of eighteen (18). You must be able to demonstrate that you can financially support yourself, the person you are applying to sponsor, and any dependent children you may have. Also, if you wish to live in Quebec, you must prove that you are financially stable to do so.

The first step is to complete a sponsorship and permanent residence application with the Government of Canada. IRCC requires applicants to complete certain forms, attach any required supporting documents, and send the required processing fees. Moreover, the person you are trying to sponsor must fill out an application for permanent residence with any supporting documents and fees.

The IRCC needs to review your application and deem it eligible before the next step. Once your application is eligible according to IRCC, you need to complete an application with the MIFI. The MIFI application with MIFI is a contract that binds you as a sponsor to your spouse or partner and the Quebec government. Once your application is approved by MIFI, it will be forwarded to IRCC. Your spouse or partner will need to meet the health, security, and criminality requirements for IRCC to give them permanent residence. MIFI offers sponsored individuals many services such as information sessions, immigration assistance, and French courses. Please note that it takes approximately twelve (12) months for the IRCC to process a spousal sponsorship application.
